Working closely with USAID/Egypt, the Governorate of Alexandria undertook an ambitious program of institutional reform to both the Alexandria Water General Authority (AWGA) and the Alexandria General Organization of Sanitary Drainage (AGOSD). These reforms were bolstered by substantial support from USAID. 

From March to November 2004, SEGURA was retained by USAID at the request of the Governorate of Alexandria  to advance the analysis of the proposed reforms exploring the feasibility of having Private Sector Participation in the operation and maintenance of the Alexandria water and waste-water system. 

The main objective of this study was to provide advice to the Governorate of Alexandria on all economic, tariff, and regulatory matters related to the preparation of a feasibility study. During the project period, consultants gathered and analyzed extensive information and data, coordinated closely with representatives of stakeholders and prepared the following deliverables among others:

1)  Governorate Policy Statement Paper
The consulting team assisted the Governorate in preparing a policy paper in which the Governorate set out its main policy objectives for private sector involvement and the broad parameters of the proposed transaction. The clear and concise policy paper provided a strong basis for designing and implementing a sustainable and successful PSP arrangement. 

2)  Status Report & Needs Assessment
Based on data collection and background research, the consulting team delivered an assessment report projecting the future sector needs and financial flows, and identified financing alternatives to ensure a timely response  to these needs. 

3)  Feasibility Study
A feasibility study was prepared to cover the full range of technical, financial, economic, institutional, legal, and regulatory considerations involved in the PSP reform process. 

4)  Draft Transaction Implementation Plan
To guide the local reformers and practitioners, a detailed transaction implementation plan with a description of the proposed PSP arrangements was designed by the team. The plan included steps to be taken in the areas of transaction preparation, procurement, and regulatory reforms required at the Governorate level. 

According to a defined schedule, consultants submitted the above deliverables along with a final report, and delivered presentations to the Governorate of Alexandria and USAID officials.
