SEGURA was engaged by the USAID Mission in the Caucasus to provide the Government of Georgia (GOG) the professional support needed to address issues related to the performance of the water and sanitation sector, and create conditions which would eventually attract private sector participation. Following the establishment of the Water Reform Commission (WRC), responsible for the development and elaboration of water supply and sanitation sector policy, SEGURA provided technical assistance to the WRC to develop and prepare an overall plan for the water utility reform.
The assistance was provided in three stages translated into three deliverables:
Current Sector Status/Issues and Reform Options
This initial document summarized the existing conditions of the sector, including the most important institutional, organizational, legal, regulatory and operational aspects. The paper also analyzed the most critical challenges facing the sector, and the main options for reform that appear to be relevant to Georgia, including reform options that have been successful in other countries.
Development of Preferred Option
This paper provided further analysis of the option selected by the GOG, including inter alia elements such as legal requirements, financial re-engineering, investment needs, potential private sector participation, and regulatory implications. Furthermore, it included an outline and time frame of key implementation steps.
Georgia Water Utility Reform Plan & Implementation Strategy
This document is the basis for the first draft of the Action Plan for the Water Utility Sector Reform Plan (WUSRP), and it included specific descriptions for the type of implementation assistance needed from international donors in order to implement the plan.
Working with the WRC chaired by the Prime Minister, the team submitted all three reports according to a redefined schedule (due to international and political events), and delivered the corresponding briefing presentations to government and international development agency officials.
